As attorney general during Theodore Roosevelt’s administration, CharlesBonaparte established a special exploratory force that became the FederalBureau of Investigation. A Harvard-educated lawyer, Bonaparte opened a privatepractice in Maryland in 1874. Shortly after, he became involved in a movement topromote honesty in government, founding the Reform League of Baltimore aswell as the National Municipal League, now the National Civic League.
